The training programme will be conducted entirely in Spanish.

South America is a very diverse region, surrounded by oceans that are home to a wide range of marine environments, ecosystems, and species, and a source of various economic activities. This means that there is a constant need to balance seemingly competing interests, such as the conservation of biodiversity and the exploitation of natural resources; or commercial activities and the needs of local communities; to mention a few. In addition, the climate emergency and its consequences, as well as geopolitical issues, further complicate the picture. Thus, the coordination and joint efforts of the regional States and institutions play a vital role in protecting marine resources and ensuring the sustainable management of the ocean.  

This interdisciplinary programme is focused on ocean governance in South America, including Antarctica. It is a four-week programme with one week online and three weeks in-person attendance, offered by the Universidad Autónoma de Chile and IOI  in January 2025, where challenges and opportunities related to the management and development of the ocean will be discussed, advancing local capacity and knowledge in the region. 

The entire programme shall be offered in the Spanish language so participants should be fluent in Spanish to be able to benefit from this training programme. The programme requires a full-time commitment for its entire duration; this means that participants are expected to attend all the lectures, workshops, and field trips, and actively engage in discussions and activities. 

América del Sur es una region muy diversa, rodeada de océanos que acogen una gran diversidad de ambientes, ecosistemas, y especies marinas, al igual que fuente de varias actividades económicas. Esto significa que hay una necesidad constante de balancear intereses aparentemente contrapuestos, tales como la conservación de biodiversidad y la explotación de recursos naturales, o actividades comerciales e intereses de comunidades locales, entre otros. Los efectos del cambio climático e intereses geopolíticos complican aún mas la situación, por lo que la coordinación y esfuerzos conjuntos de los países e instituciones regionales cumplen una función vital en proteger los recursos marinos y asegurar el manejo sustenatble de los océanos. 

Este programa interdisciplinario está enfocado en la gobernanza de los océanos en América del Sur, incluyendo la Antártica. Es un programa de cuatro semanas, una online y tres presenciales, que se ofrece conjuntamente por la Universidad Autónoma de Chile y el IOI en enero de 2025, y donde se van a discutir los desafíos y oportunidades relacionados con el manejo y desarrollo de los oceános, contribuyendo a mejorar la capacidad y conocimientos locales. 

Todo el programa se ofrecerá en español, por lo que los participantes deben dominar dicho idioma para poder ser parte del programa. Este programa require un compromiso total durante toda su duración, por lo que se espera que los participantes asistan a todas las clases, talleres, y visitas guiadas, y que sean proactivos en el desarrollo de los cursos y las discusiones y actividades que se realicen.

Module I: General aspects of Ocean Governance

This module focuses on the international regulation of ocean affairs, mainly UNCLOS, its development, and international and regional organisations that have shaped the current legal landscape, as well as geographical aspects of the South Pacific, South Atlantic, and Antarctic. The aim is to achieve an adequate understanding of the legal and institutional framework applicable to these regions.  

Modulo I: Aspectos Generales 

Este módulo se enfoca en la regulación internacional de los oceanos, especialmente CONVEMAR, su desarrollo, y las instituciones internacionales y regionales que le han dado forma al marco regulatorio existente, al igual que aspectos geográficos de Pacífico y Atlántico Sur y la Antártida. El objetivo es obtener un conocimiento adecuado de las instituciones y regulaciones aplicables a estas regiones.

Module II: Blue Economy 

Building up from the lessons of the first week, we will explore the activities that constitute an important part of the economy in the region, such as fisheries, commerce and supply chains, and tourism, among others, discussing their influence and the main regulatory and practical issues that drive them. 

Módulo II: Economía Azul 

Considerando los contenidos visto en la semana anterior, exploraremos las actividades que constituyen una parte importante de la economía de la región tales como pesca, comercio y cadenas de suministros, y turismo, entre otros, y discutiremos acerca de su influencia, marco regulatorio, y los problemas prácticas que enfrentan.

Module III Ocean management 

This module centres on the tools and mechanisms relevant to the integral management of the ocean, including scientific research and citizen science, marine protected areas, and marine spatial planning. This provides an important insight about the role of the different stakeholders in ocean management.

Este módulo se enfoca en las herramientas y mecanismos relevantes para el manejo integral de los oceanos, incluyendo investigación científica y conocimientos locales, areas marinas protegidas, y la ordenación espacial marina. Esto nos permite comprender también el rol de los diversos actores presentes en el manejo de los oceános.

Module IV: Challenges and opportunities 

The final module focuses on the challenges and opportunities that the governance of the ocean faces, in issues like the use of AI, climate change, multilatelateral cooperation, and the exploitation of natural resources in the high seas, among others. We will discuss ways to enhance regional cooperation and work for the sustainable future of our oceans.  

Módulo IV: Desafíos y Oportunidades  

El módulo finals se enfoca en los desafíos y oportunidades que enfrenta la gobernanza de los océanos, en temas como el uso de inteligencia artificial, cambio climático, cooperación y diplomacia, y la explotación de recursos en alta mar, entre otros. Se conversará acerca de las posibles maneras de mejorar la cooperación regional y trabajar en pos de un futuro sustentable para nuestros océanos.
